Thank You Letter - Comp Plan Meeting |

On behalf of the Town Council, staff, and the Comprehensive Plan Steering Committee I want to thank the citizens of Summerfield for participating in the Town Meeting held September 29th.
Over 170 of your neighbors and friends participated in a two-hour visioning workshop answering the important questions of “what is my desired future is for Summerfield” and “what my undesired future is for Summerfield”. The breadth and scope of the ideas that citizens provided included everything from more to parks and recreation and open space, to concerns about traffic congestion to ideas regarding our schools and infrastructure. It was exciting to see citizens working together to propose the future that they envision for their town.
At the end of the evening, participants were able to rank their most desirable and undesirable futures. While there were instances of direct conflicting goals (no commercial development vs. more grocery stores, for instance) definite themes emerged that will used by the Comprehensive Plan Steering Committee to guide the development of the plan.
I hope that those that participated found it to be an interesting and exciting event, but this is not the end of the process. Over the coming months the committee will work to develop a draft plan that will be presented to the community at a future town meeting. Your work is not done either, I encourage you to stay involved by watching the progress of the committee on our website (www.summerfieldgov.com), and most importantly, when the draft plan is ready, that you grab your neighbor and come back to see the outcome of your community’s vision -only then can we say that we have developed a true citizen-led Comprehensive Plan for the future of Summerfield. Comprehensive Plan Meeting |

A Special Town Meeting is to be held Monday, September 29th to provide an opportunity for Summerfield residents to discuss the issues that are important to them and the Town. Facilitated by Glen Harbeck and members of the Comprehensive Plan Steering Committee, residents will work in small groups identifying and discussing areas of interest including commercial and residential development, open space and rural land uses, transportation, recreation, and other topics.
The meeting is scheduled to begin at 7:00 pm at the Summerfield Elementary School Cafeteria. The meeting will run till 9:00 pm; refreshments will be served.
Summerfield re-started the Comprehensive Plan process over the summer. The task began a year ago, but was suspended to allow the committee, staff, and Council to evaluate and ultimately remove the former consultant team. Although this has delayed the development of the Plan, it has re-invigorated the committee and the community to start again with a new consultant- Glenn Harbeck Associates. Mr. Harbeck brings over thirty years of land use planning experience working across North Carolina. He specializes in bringing a “down-to-earth” style of explaining land use planning, and he uses a variety of tools to gain public input into the process. The committee is formed of citizens from all walks of life who are giving their time to this important project.

Summerfield Properties LLC Lawsuit |

The Town of Summerfield and Summerfield Properties LLC, developers of the Armfield residential development, have reached a settlement in the case 08 CVS 6002. The case was brought by Summerfield Properties LLC against the Town of Summerfield when the Town denied the approval of a revised rezoning request to allow for additional residential development within the Armfield neighborhood.
The Town Council took the unusual step of requesting a meeting between staff, developer, and residents of the neighborhood to attempt to negotiate a settlement of the case. This meeting provided the opportunity for residents to have their concerns addressed on issues both related to the rezoning and other general neighborhood issues. The final point of contention, the provision of a “look-back” period to allow for more than 75 lots to be platted in a year, was dropped by the developer during the negotiations. This cleared the way for representatives of the neighborhood to support to settlement agreement. Based on this approval the Town Council accepted the proposed settlement at their August 12, 2008 Town Council meeting. The vote was unanimous with the noted absence of Mayor Brown and Councilperson Strickland.
The settlement will allow the developer to plat an additional 24 single family residential lots to the existing 290 currently allowed. The developer will only be allowed to plat 75 lots per year and provide environmental protection to existing wetlands and pond on the property, among other zoning conditions previously agreed.
This settlement will bring this matter to a close. |
